Should untrained horses be allowed on trails?

95% of the time, when I encounter a horseback rider, the encounter is positive.

I speak in a clear voice to the rider and carry on a conversation, yield as long as it's safe to do so, and we pas each other without an incident.

Other times, I've experienced horse that are young and completely freaked out by me and riders who are upset because I'm on the MULTI-USER trail.

It makes me wonder if young or untrained horses should even be allowed on the trail to begin with. What do you all think?
