I know military-styled BDU pants always had fairly deep cargo pockets.
My wife wears Baleaf leggings in the winter and they have side pockets with deep pockets. I wear Janji tights in the winter for running and you could easily carry water bottles in the side pockets of them. They have loose fitting pant options, too.
